THE CONSUMPTION TAX In the 21st century, Japan will become an extremely aged society. Tax revenues will fall, and the national budget will be squeezed. The consumption tax was introduced to solve this dilemma. It does not appear that this new tax, which favors the rich, and is hard on common folk, will be held at its current 3%.
